The Sangguniang Panlungsod is the legislative body of the city. It enacts ordinances, approves resolutions, and appropriates funds for the general welfare of the city and its constituents, pursuant to Section 16 of the Local Government Code of 1991.

PROCEDURE TO ENACT AN ORDINANCE

  1. Councilor files a proposal

  2. Presiding Officer assigns number, title and author, and refers proposal to the appropriate committee
    Period:          1 session
  3. Proposal undergoes Public Hearing
    Period:         3 sessions
  4. Proposal ready for First Reading Without amendments, substitution and consolidation

 

5.  Presentation of Committee Report

6. Proposal for Second Reading

Includes: Reading of proposal, sponsorship, interpellation, rebuttal

7. Proposal for amendments

8. Proposal ready for Approval on Second Reading

9. Proposal ready for Third Reading

    Includes: Distribution to members of the Council in printed final form for approval

10. Mayor signs into approved law or vetoes and sends back to the City Council with veto message
