Key Guiding Principles

Believes in the capacity of the person, to change himself and his life, and to move towards betterment.
Thinks that society through the government has the responsibility to create the environment in which the person realizes his dreams for himself, for his own community and country, and consequently, recognizes his potentials to achive his aspirations.
Will strive as an instrument of the local government in facilitating learning towards change or improvement of standards and taste of client’s outlook and attitude.
Will generally cater to adults and, thus, its core methodology shall be andragogy (the science of teaching adults) and shall adopt in most occasions the total person-experiential-reflection process.

Centex gives free training to:

Government agencies and organized sectors located within the city.
Industrial and commercial sectors (materials or handouts shall be charged).
Institutions or organized groups outside of Marikina shall be charged based on the standard fees stipulated in City Ordinance Number 091, Series of 2002 depending on the requested training package.
