MCF WINS or the Marikina City 's Facility of Wirelessly Integrated Network Systems is a scheme created to speed up communication and delivery of services in the entirety of the City.

To date, the City’s satellite offices, Barangay Halls, public schools, the Marikina Hotel and the Pamantasan ng Lungsod ng Marikina are inter-connected within a Web Mail, each user assigned an e-mail account under the domain marikina.gov.ph.
