Marikina Wins Top Prize in “Best in eGov Customer Empowerment” Award

The City Government of Marikina won the top prize in the “Best in eGov Customer Empowerment” category at the recently concluded Digital Cities Awards for Best Practices in eGovernance (DCP eGov Awards) held at the Philippine International Convention Center.

Marikina won first place for adopting the so-called “correspondence session” for the Marikina City Council. A correspondence session is a special session that requires the use of mobile phones, and it is employed during natural calamities, especially when the city council could not muster a quorum to declare a state of calamity.

The correspondence session is being done to speed up the process of declaring a state of calamity, which requires the vote of the city council, and hasten the implementation of relief operations to affected communities. However, the correspondence session shall only be resorted to 30 minutes after the presiding officer of the council has called for a special session and there is no quorum yet. Once the correspondence session has been adopted, the city councilors who are not yet at the session hall can send in their votes and opinions about declaring a state of calamity through text messages or via phone calls.

The DCP eGov Awards is a nationwide search for the best ICT practices in local government units spearheaded by the Department of Information and Communications Technology, the National ICT Confederation of the Philippines and the Department of Interior and Local Government.
